Most probably you might already be using Jetpack plugin,If not intall it from here.You need to activate custom CSS feature first.To do this,From WordPres dashboard go to Jetpack option and activate Custom CSS feature.

Now got to Appearance >> Edit CSS option and Add your custom CSS code in the editor.
